	The Board of Commissioners for Powell County, Montana, met in regular session at 10:00 o’clock A.M.  Present:  Presiding Officer Doug Crachy and Members Daniel G. Sager and Ralph E. Mannix, Jr. 
       Jody Walker, Clerk and Recorder, presented the correspondence.
       Montana Rural Water Systems, Inc. is holding a workshop on January 16, 2019 in the Community Center for water and waste water system operators to keep their certificates active.  Since they do not charge to participate, they are asking that the fee be waived.  The Commissioners agreed to not charge for their meeting.  
       Ambrel McKetchnie, Victim’s Advocate, was in to discuss her two-year budget request to the Montana Board of Crime Control for their grant.  
       Commissioner Sager nominated Commissioner Mannix as Presiding Officer.  Commissioner Crachy seconded the nomination. Commissioner Crachy nominated Commissioner Sager as temporary presiding officer.  Commissioner Mannix seconded the nomination.   All voted yes in favor of 2019-01 for Commissioner Mannix as Presiding Officer and Commissioner Sager as temporary presiding officer.

	WHEREAS, Section 7-4-2109 MCA requires the Commissioners to elect one of its members’ presiding officer.  The presiding officer shall preside at all meetings of the Board, and in case of the presiding officer’s absence or inability to act, the members present shall select one of their number to act temporarily as presiding officer; and

	WHEREAS, the Board of County Commissioners of Powell County, Montana have elected Ralph E. Mannix, Jr. as Presiding Officer, to preside over the County Commissioners’ meetings for the calendar year 2019 and Daniel G. Sager to act as the temporarily presiding officer in the presiding officer’s absence or inability to act.

	NOW, THEREFORE BE IT RESOLVED by this Board of County Commissioners that Ralph E. Mannix, Jr. shall be and is hereby elected as presiding officer for calendar year 2019 and Daniel G. Sager shall be and is hereby elected to act as the temporarily presiding officer in the presiding officer’s absence or inability to act.

RESOLUTION FOR COUNTY OFFICE HOURS – 2019

	WHEREAS, Section 7-4-102 MCA requires the Board of County Commissioners to set the office hours for the various county offices; and

	WHEREAS, the Board of County Commissioners of Powell County, Montana, have determined that all county offices will be open from 8:00 A.M. to 5:00 P.M., Monday through Friday except during legal holidays as established by the Montana Association of Counties; and

	WHEREAS, according to Section 7-4-102 MCA the County Treasurer may, in the interest of the safekeeping of funds, securities, and records under their control, close their offices during the period from noon to 1:00 P.M. every day; and

       WHEREAS, the Board of County Commissioners of Powell County, Montana, have determined that because Christmas falls on a Wednesday, they wish to close the Powell County Courthouse at 2:00 P.M. on Tuesday, December 24, 2019; and

	NOW, THEREFORE, BE IT RESOLVED by this Board of County Commissioners that the Powell County Courthouse will be opened Monday through Friday except during legal holidays as set forth by the Montana Association of Counties and that the County Treasurer may close their office from noon to 1:00 P.M. every day and will close on Tuesday, December 24, 2019 at 2:00 P.M.

	The first Monday, Tuesday and Wednesday of the month;	
	The third Monday, Tuesday and Wednesday of the month;
	The last Monday, Tuesday and Wednesday of the month.
	
	If a legal holiday falls on a Monday, the meeting days will only be Tuesday and Wednesday of the affected week.

	Meeting dates are subject to change.

	WHEREAS, Section 7-4-102 MCA requires the Commissioners to set the office hours; and

	WHEREAS, the Board of County Commissioners of Powell County, Montana have determined that the following office hours shall be set for meetings:

	Office hours will be 9:00 A.M. to 12:00 Noon and then 1:00 P.M. to 4:00 P.M.

	State rates will be adopted for travel expenses according to Sections 2-18-501, 2-18-502 and 2-18-503 MCA.

	NOW, THEREFORE BE IT RESOLVED by this Board of County Commissioners that the above stated amounts shall be and are hereby adopted.

RESOLUTION SETTING TREASURER’S FEES - 2019

	WHEREAS, the Montana Legislature has provided in 7-6-4013 MCA that the County Commissioners shall set fees for costs for County Offices by resolution: and

	WHEREAS, the County Treasurer’s Office is permitted to charge fees for the costs defined in 15-17-121 MCA (2011); and

	WHEREAS, the County Treasurer has tracked the time it takes to do certain tasks defined in 15-17-121(2)(a) MCA and has made recommendations to the County Commissioners for the average time and costs to perform the following tasks on a routine basis:

(i) Preparing the list of delinquent taxes;
(ii) Preparing the notice of pending tax lien sale;
(iii) Conducting the tax lien sale;
(iv) Assigning the county’s interest in a tax lien to a third party;
(v) Identifying interested persons entitled to notice of the pending issuance of a tax deed;
(vi) Notifying interested persons;
(vii) Issuing the tax deed; and
(viii) Any other administrative task associated with accounting for or collecting delinquent taxes; and

	WHEREAS, the County Commissioners of Powell County, Montana have examined the fee proposals from the County Treasurer and their underlying basis and comparable fees from other counties and have determined that the following are fair fees for the services performed by the Treasurer’s Office in the preparation of documentation of delinquent taxes and the process of assigning the county’s interest in the property and in issuing the tax deed(s):

		Assignment Fee					$75.00
		Delinquent Tax Report				$15.00
		Preparation and Filing of Tax Deed		$25.00 	
		Redemption Fee				$25.00		; and

	NOW, THEREFORE, it is hereby resolved by the County Commissioners of Powell County, Montana as follows:

RESOLUTION FOR RATE OF CREDIT FOR INCARCERATION - 2019
2019-6

	WHEREAS, the Montana Legislature has directed all Counties to annually set the rate for credit for incarceration of inmates while awaiting trial or sentencing pursuant to 46-18-403 MCA; and

	WHEREAS, if a judgment is for a fine and imprisonment until the fine is paid, the detainee shall be allowed a credit of $65.00 for each day of incarceration; and that an inmate is responsible for the actual costs of medication, medical services, or hospitalization while detained in a detention center, based upon the individual’s ability to pay and/or private provider health care coverage, or a bona fide and responsible third-party payer, and

	WHEREAS, the amount to be credited should not exceed the amount of the fine.

	NOW, THEREFORE, IT IS HEREBY RESOLVED, that the amount of credit for an inmate at the Powell County Jail shall be the sum of $65.00 per day up to the amount of the fines levied for the offense upon which the inmate was incarcerated.

	WHEREAS, the Montana Legislature has provided in 7-6-4013 MCA that the County Commissioners shall set fees for costs for County Offices by Resolution; and

	WHEREAS, the County Sheriff’s Office is permitted to charge fees as approved by the governing body for the costs of civil service of process and other civil papers as defined in Section 7-3-2141 MCA (2011); and

	WHEREAS, the County Sheriff’s Office is permitted by law to charge fees for other services; and

	WHEREAS, the Powell County Sheriff has made recommendations to the County Commissioners to set the fee for service of civil process at $70.00 per service (includes mileage); and has established a schedule of fees for other services provided by the Sheriff’s Office; and

	WHEREAS, the County Commissioners of Powell County, Montana have examined the fee proposals from the Powell County Sheriff and their underlying basis and have determined that the flat fee of $70.00 per civil service of process and other civil papers as defined in Section 7-32-2141(1)(a through n) MCA (2011) and the other fees is a fair fee for the services performed by the Sheriff’s Office; and

	NOW, THEREFORE, it is hereby resolved by the County Commissioners of Powell County, Montana, as follows:

	The Office of the Powell County Sheriff shall charge a flat fee of $70.00 per civil service of process and other civil papers as defined in Section 7-32-2141 (1) (a through n) and that the Powell County Sheriff’s Office shall charge the fees stated on the attached Fee Schedule.

	The Board of Commissioners for Powell County, Montana, met in regular session at 10:00 o’clock A.M.  Present:  Presiding Officer Ralph E. Mannix, Jr. and Members Daniel G. Sager and Doug Crachy 
       Jody Walker, Clerk and Recorder, presented the correspondence.
       The Department of Environmental Quality (DEQ) came in to give an update on the river clean up at Grant-Kohrs Ranch.  All is going well for this time of year.  Clean up is getting started, the contractor has approximately 20 employees working now.  There is probably be 45 to 50 employees at full operation.  Joel Chavez and Autumn Coleman from DEQ, Carl Hamming, County Planner, and Scott Hazelton, intern Planner attended.  
	Dusty Dankers was in to file petition to abandon part of Valley View Drive beginning at the north most part of the property listed as tracts 92, 93, 94 and 95 consisting of 12.3 acres in section 9 T7N, R9W.  Carl Hamming, County Planner and Scott Hazelton attended.  Committee for investigation will consist of Commissioner Sager, Planner Hamming, and Scott Hazelton to determine the merits of the petition.

       The Commissioners appointed Ruth Koehler as Powell County Coordinator of Emergency Management until December 31, 2019, and appointed Rick Duncan as Deputy Coordinator for the same time.
       Sheriff Roselles and Under Sheriff Micu were in to inform the Commissioners that Montana Sheriff’s & Police Officers Association wants to conduct a jail inspection in the near future.

	The Board of Commissioners for Powell County, Montana, met in regular session at 9:00 o’clock A.M.  Present:  Presiding Officer Ralph E. Mannix, Jr. and Members Daniel G. Sager and Doug Crachy
       Jody Walker, Clerk and Recorder, presented the correspondence.
       Commissioner Sager, County Planner Carl Hamming and Intern Planner Scott Hazelton conducted a road inspection of Valley View Drive.  
       County Treasurer Pam Reighard and Clerk & Recorder Jody Walker were in to discuss County Audits for FY2016 and FY2017.  Newland recently submitted the FY2016 Audit to the State.  They are to have FY2017’s Audit done in the next two weeks, provided they have all the information they need.  Commissioners have requested a meeting with Newland & Co.
       Commissioner Sager moved and Commissioner Crachy seconded a motion to approve the board appointments for the various county boards. Motion carried.
       Ruth Koehler brought in Federal Stanford Form 424B for signature.  This form certifies authority to apply for Federal assistance.  
       County Attorney Kathryn McEnery and Lewis Smith were in to ask that Lewis be appointed Special Deputy County Attorney to finalize a legal case in District Court he handled while being County Attorney.  There is no cost to the county for this service.  Commissioner Crachy moved and Commissioner Sager seconded the motion to appoint Lewis Smith to finalize probate of Earl Stafford.  Motion carried.  
       The Commissioners signed deeds for the partial plat abandonment for the west part of the town of Ovando.  This adjusts the property boundaries and streets.  
       County Planner Hamming and Intern Planner Hazelton were in to discuss attending discussion on House Bill 6 in Helena on January 28, 2019, regarding funding for the Conley Street Bridge.
       Commissioner Sager moved and Commissioner Crachy seconded the motion to agree to Task Order No 13, Update of North County Development Regulations Powell County Engineering Services On-Call Great West Engineering Project No 1-16264 not to exceed $12,000.  Motion carried.  
       Commissioner Sager attended the City Planning Board meeting at noon.

       Ambrel McKetchnie was in for the Commissioner’s review of her Program Director job description and for Victim Witness Advocate job description.  Commissioner Crachy moved and Commissioner Sager seconded the motion to approve rewritten job descriptions.  Motion carried.  
       Mike Johns and Pat Burt from Newland & Co. were in to discuss audits for FY2016, FY2017, and FY2018. Treasurer Pam Reighard and County Clerk Jody Walker attended.

       The drawing of salary warrants #22434 - #22464 for Officers, Deputies, Foremen, Clerks and Appointees from various accounts for the month of January 2019, were approved and a record of such is on file in the office of the Clerk and Recorder.
       Commissioner Sager moved, and Commissioner Crachy seconded the motion to enter into the Inter-Local Agreement between the Montana Department of Justice, Motor Vehicle Division, and Powell County pertaining to titling and registration of motor vehicles.  Motion carried.  
	Commissioner Sager attended the Council on Aging Board meeting at noon.
       County Attorney Katheryn McEnery and Sarah Ward were in to discuss using compensation time for Sarah and Ann.  
       County Health Nurse Marianne Saylor and Dodie Rennfield were in to discuss the Home Health Nurse position, which is fifteen hours a week.  The nurse will be an employee of the Council on Aging with oversite by Marianne. The new Public Health officer will be Dr. Drumm in place of Dr. Martin, who retired.

       County Treasurer Pam Reighard was in to discuss proposed legislation concerning old mobile homes.
       Sheila Finco was in to discuss upgrading Powell County’s website.  Our provider states the existing software if obsolete and incompatible with new security patches and updates.  New software package should cost $3,954.00 with an $85.00 monthly cost and $99.00 annually.  Shelia will deal with the provider and get specific costs.  
       Held a public hearing in the Commissioner’s office for the abandonment of a portion of Valley View Drive in Valiton Ranch; sec 9, T7N, R9W over tracts 90, 91, 92, 93, 94, and 95 of Valiton Ranch.  The length is approximately ¼ mile.  Notice of the public hearing was posted in the Silver State Post on January 23, 2019.  In attendance was County Attorney Katheryn McEnery, Dusty Dankers, Scott Hazelton, and County Planner Carl Hamming.  There was no opposition.  Commissioner Crachy moved and Commissioner Sager seconded the motion to approve this Road Abandonment by Resolution 2019-10.  Vote was 3-0.  Motion carried.  
       Victim Advocate Ambrel McKetchnie was in to discuss if a county vehicle was available for her use next week.  
       Matt Gillespie, sales representative for Altitude Business Group, offering Health Insurance similar to AFLAC, left literature for interested employees to review.

       Jody Walker, Clerk and Recorder, presented the correspondence.
       County Planner Carl Hamming and Scott Hazelton were in to present the planning board revision to family transfer regulations.  The revisions address adjacent landowners’ notification and that transferred property must be retained for three years.  Carl will advertise a public hearing for the changes.  
       Opened bids for snowplows and sanders for the new trucks. Bids were from 3-V Distributing Inc., Conrad, Montana for $61,890 per truck and KOIS Brothers Equipment Company, Great Falls, Montana for $51,900 per truck.  Commissioner Sager moved and Commissioner Crachy second the motion to accept KOIS Brothers bid.  Motion carried.  
       Victim Advocate, Ambrel McKetchnie and County Attorney Kathryn McEnery were in to discuss getting $500.00 for the 20% match to get a new Data Base System for Victims Services.  The old system is considered obsolete and counties need to replace it with a new system.  Cost of the new system is $2,500 for two years, and needs a 20% match.  If the grant is approved, $500 can come from General Facilities Maintenance and Repair fund.  Commissioner Crachy moved and Commissioner Sager seconded the motion to approve.  Motion carried.  
       County Planner Carl Hamming, Intern Scott Hazelton, and Sheriff Gavin Roselles were in to discuss upgrading the GIS & 911 structure photos throughout the county.  Gavin and Carl will coordinate the most efficient system to complete the task with the use of planning personnel and deputies.  
       Planner Hamming and Intern Hazelton presented an agreement between the county and United States Geological Survey (USGS) for a gauging system on the Clark Fork River approximately one mile south of the Garrison Trailhead on the Old Yellowstone Trail.  Gauging station has been in place about ten years with agreement with the prior landowner.  Commissioner Sager moved and Commissioner Crachy seconded the motion to allow Carl to negotiate and sign agreement for the county. This will also need Parks Board input and approval.  Motion carried.  
       Planner Hamming, Intern Hazelton and County Attorney Kathryn McEnery were in to discuss status of road through Spotted Dog.  Carl and Kathryn will go through Lewis Smith’s old files to see where to start the road migration process again.

        The drawing of salary warrants #22465 - #22490 for Officers, Deputies, Foremen, Clerks and Appointees from various accounts for the month of February 2019, were approved and a record of such is on file in the office of the Clerk and Recorder.
       Julie Schroder, Chamber of Commerce, Carl Hamming, County Planner, and Scott Hazelton were in for a Chamber update.  Julie presented updates on her county promotion activities.  They have an all class reunion scheduled at the Blue Ribbon Pavilion July 12 & 13.  An Old-fashioned barn dance is also being planned for the Blue Ribbon.

He stated he would get information the state needs to complete FY2016 audit to them in the next day or two.  Also discussed the couple of items needed for the FY2017 audit from Charlene and Pam.

Reviewed and signed 2020 Gas Tax maps that were received in the mail today. They need to be received by March 15, 2019.
A public hearing was held for Subdivision Revision to Amend the Family Conveyance Exemption. It was moved by Commissioner Sager and seconded by Commissioner Mannix to approve the Resolution to amend the Family Conveyance after the County Attorney has reviewed it. Motion carried. In attendance was County Planner Carl Hamming, Intern Planner Scott Hazelton, and representing the public was Lewis Cozby.
RESOLUTION NO. 2019-11
RESOLUTION TO AMEND THE FAMILY CONVEYANCE EXEMPTION CRITERIA OF THE POWELL COUNTY SUBDIVISION REGULATIONS.

WHEREAS Powell County has the authority under Montana Code Annotated, including but not limited to Title 76, Chapter 2, Part 103 that grants the powers that are appropriate to promote county planning; and
WHEREAS, Powell County developed a proposed amendment (Appendix A) to the Subdivision Regulations that was heard at the Powell County Planning Board meeting on January 7, 2019, and recommended by the Planning Board for the Powell County Governing Body to adopt the amendment to the Family Conveyance criteria under the exemption from subdivision review, and
WHEREAS, the Powell County Board of Adjustments met on February 14, 2019, and approved a motion to recommend adoption of the proposed Family Conveyance criteria (Appendix A) to the Powell County Governing Body to amend the Powell County Subdivision Regulations, and
WHEREAS, at a regular public meeting noticed for and held before the Powell County Governing Body on March 6, 2019, no one appeared in opposition to the proposed amendments, and the Board’s decision to grant the petition was entered into the minutes;
NOW, THEREFORE, under the authority of MCA 76-2-103 the Powell County Commissioners do accept these amendments and include them in the Powell County Subdivision Regulations.
The Powell County Clerk and Recorder is directed to file a certified copy of this resolution in its office. The County Clerk and Recorder is authorized and directed to indicate the change of ownership arising from this vacation upon the official plats and road maps of Powell County.
This resolution was passed and approved by the County Commission by a vote of 3 in favor, 0 opposed, on March 6, 2019.

County Attorney Kathryn McEnery was in to discuss support of Southwest Montana Drug Task Force.
Ruth Koehler was in to discuss flooding possibilities, sandbagging, and working with Federal Emergency Management Agency (FEMA) and Montana Fish Wildlife & Parks (FWP) on last year’s floods. Also discussed new lighting for the Blue Ribbon Pavilion.
Dawn Wagner was in to discuss tax bill on a trailer house that burned and has not been lived in since 2009. Discussed on how to dispose and the costs involved. Dawn will approach Landfill Board on waiving their fee since 2009. Commissioner Sager moved and Commissioner Crachy seconded the motion to waive penalty and interest. Motion carried. The Landfill Board meets April 2, 2019, a letter will be sent April 3, 2019 stating taxes must be paid within 14 days or total amount including penalty, interest, and garbage fees will be due.

Gavin Roselles, County Sheriff was in to present Memorandum of Understanding (MOU) with Montana Southwest Drug Task Force. Commissioner Crachy moved and Commissioner Sager seconded the motion to approve the Inter-Agency Memorandum of Understanding (MOU) for fiscal year 2020. Motion carried.
Dan McCauley, Great West Engineering, and Scott Hazelton, Intern Planner, were in for the review and bid opening for Old Yellowstone Trail. Had two bids, one from Strategic Construction Solutions with a base of $845,565.00 and St. Clair Construction with a base bid of $770,484.00. With alternatives, both bids were over projection. Great West will review and discuss all alternatives to see if we can accept one of the bids.
Scott Hazelton offered additional information on the Wildland Urban Interface (WUI) mapping.

Jody Pauley came in to inform the Commissioners she is resigning as County Extension Agent effective April 24, 2019.

The Board of Commissioners for Powell County, Montana, met in regular session at 9:00 o’clock
A.M. Present: Presiding Officer Ralph E. Mannix, Jr. and Member Doug Crachy Jarita Neckels, Deputy Clerk and Recorder, presented the correspondence.
County Treasurer, Pam Reighard, was in to update the Commissioners on County Audits prepared by Newland & Co. She reported FY2016 is finalized. Newland has all documentation for FY2017 and the State wants it by the end of April or it may affect state grants. This was corresponded to Newland.
The Commissioners signed OSHA report of work-related injuries and illnesses. Powell County had one work related injury in 2018.
Jack Mulcare and County Attorney, Katheryn McEnery, were in to discuss Murphy gravel pit open cut mining agreement. Commissioner Crachy moved and Commissioner Mannix seconded the motion to approve the agreement pending county Attorney gets Department of Environmental Quality (DEQ) to review the contract.

County Planner, Carl Hamming, Intern Scott Hazelton and County Fire Warden, Earl Hall, were in to discuss homeowners Wildlife Planning Manual in association with Wildlife Urban Interface (WUI) requirements. Earl Hall presented draft ordinance to update the burning permit requirements.
The Commissioners attended an area Commissioners Meeting on possible trade-port authority for the Tri-County area for economic development. Gene Rademacher and Terry Whiteside of Rademacher & Associates presented information on how to set up a trade port authority to individuals from Powell, Deer Lodge, and Granite Counties. In attendance was Commissioner Mannix & Crachy (Powell), Commissioner Bill Slaughtner, Scott Adler & Chuck Hinkle (Granite), Commissioner Terry Vermeire (Silver Bow), and Jim Davidson (Anaconda Local Development). Total cost to the three counties would be $9,000 plus expenses to Rademacher & Associates. County Commissioners decided to discuss further among themselves and then decide if they will proceed with the proposal.

The Board of Commissioners for Powell County, Montana, met in regular session at 9:00 o’clock
A.M. Present: Presiding Officer Ralph E. Mannix, Jr. and Member Doug Crachy Jarita Neckels, Deputy Clerk and Recorder, presented the correspondence.
Commissioner Crachy moved and Commissioner Mannix seconded a motion to rewrite the loan to the Fair Board so the lights in the Blue Ribbon Pavilion can be upgraded to LED lights. The total loan will be for $29,000 at 3% over 9 years. The original loan was for the tractor and attachments, now to include lights for the pavilion. The new LED lights will be significantly more energy efficient. Motion carried.
Claims against the County were examined, approved and ordered paid by the Board of Commissioners for the month of March 2019, warrant# 62395 – # 62441 were issued and a record of such is on file in the office of the Clerk and Recorder.
Ernest Lundberg and Aaron Birkholz of Lincoln Volunteer Ambulance were in to discuss possible funding from the ambulance mill levy passed last fall since they handle all of the medical calls in

northern Powell County. The Commissioners told them that come budget time we would work to see if some of the levy funding could go to them.

The Board of Commissioners for Powell County, Montana, met in regular session at 9:00 o’clock
A.M. Present: Presiding Officer Ralph E. Mannix, Jr. and Member Doug Crachy Jody Walker, Clerk and Recorder, presented the correspondence.
Commissioner Mannix and Crachy attended the Homeland Security Seminar at the Deer Lodge Medical Center. They discussed the preparedness procedures for emergencies such as an active shooter in a public building.
Commissioner Crachy attended the LEPC meeting at noon where they continued discussion on active shooter training to be held at the High School in June.
North Powell Conservation District (NPCD) was in to meet the new County Attorney, Katheryn McEnery and discuss some legal concerns. Attending from NPCD was Tracey Manley, Susie Johnson, Kyle Graveley, and Kevin Eril. Also in attendance was Don McIntyre a DNRC attorney.

A.M . Present: Presiding Officer Ralph E. Mannix, Jr. and Members Daniel G. Sager and Doug Crachy Jarita Neckels, Deputy Clerk and Recorder, presented the correspondence.
Next Generation 911 presentation by Intern Planner Scott Hazelton. Present was Fire Warden Earl Hall, Sheriff Gavin Roselies, Undersheriff Kim Micu, and Ruth Koehler Disaster & Emergency Services. Presentation by Data Mark representatives Jason Isherwood and Lisa Caldwell attended by telephone. Consensus with Sheriff’s office is to continue until current contract expires. Scott will get price structure from Data Mark.
Commissioners attended a meeting at the hospital on possible playground on hospital land located between the hospital and McDonalds. Hospital would donate the land and playground to the city if done.
The Commissioners signed FAA Grant based on estimates for Pavement Maintenance Project AIP 3-30-0021-016-2019. The project costs estimated as foll ows: Administrative $2,000.00, Engineering
$50,000 and Construction $231,760 totaling $283,760. This work is needed to extend the life of the pavement.

A.M. Present: Presiding Officer Ralph E. Mannix, Jr. and Members Daniel G. Sager and Doug Crachy Jody Walker, Clerk and Recorder, presented the correspondence.
Intern Planner Scott Hazelton and County Planner Carl Hamming presented Wildland Urban Interface (WUI) Assessment Project for Powell County as the county’s new, updated WUI map. Commissioner Crachy moved and Commissioner Sager seconded the motion to accept this information as the counties WUI map. Motion carried. The City of Deer Lodge’s approval will begin the process of including this into the Pre Disaster Mitigation plan.

The drawing of salary warrants #22519 – #22543 for Officers, Deputies, Foremen, Clerks and Appointees from various accounts for the month of April 2019, were approved and a record of such is on file in the office of the Clerk and Recorder.
Commissioner Sager attended City Planning Board meeting.
Matt Davidson of DIS presented Square 9 System to store documents electronically. Derek and Philip of Global Search teleconferenced in. Sheila Finco and Jody Walker were also in attendance. Cost would be approximately $11,000 to purchase and $1,100 per year. Matt will work up a letter of intent with costs for both purchase price and lease.

Commissioner Sager attended Western Montana Mental Health Board meeting in Butte.
Kimmie Barrett from Headwaters Economics had a presentation on wildfires and Wildland Urban Interface (WUI) to put in a Wildfire Manual for residents living in a WUI area. She also said 34% of homes in the US and half the population in the west are in a WUI. She stated that the fire season is 84 days longer today than it was in 1970. She also said, per her research, since 1990 in Powell County there have been 592 new homes built with 349 in the WUI. Attending were Planner Carl Hamming, Intern Planner Scott Hazelton, Fire Warden Earl Hall and Justin Williams, County Planning Board member.
Mike Johns from Newland & Co. was in to discuss contract to do FY2018 County Financial Audit done at a cost of $27,100. Commissioner Crachy moved and Commissioner Sager seconded the motion to approve the contract. Motion carried. Pam Reighard and Charlene Shaul were also in attendance.
